Looking Ahead: IAPIA’s 2026 Legislative Priorities

The 2025 legislative session showed just how aggressively the insurance industry is working to roll back consumer protections in Iowa. Several harmful bills were introduced, some withdrawn, and others, like SF 619, made it all the way to the Governor’s desk. The result: weaker repair standards, new restrictions on consumer advocates, and more power in the hands of insurers.

That’s why 2026 is a critical year. The Iowa Association of Public Insurance Adjusters (IAPIA) is advancing a proactive agenda that strengthens consumer rights, restores protections lost in 2025, and ensures a fair claims process for Iowa homeowners.

Our 2026 Legislative Focus

Currently, Iowa’s insurance laws contain only broad “unfair claims practices” standards under Iowa Code § 507B.4, with limited detail on how insurers must handle claims. Sections like § 515.117 and others are marked “reserved,” meaning no consumer protections are written into them at all. As a result, insurers can impose hidden deadlines, restrict consumer rights, and minimize payouts with little statutory accountability. 

We believe this is unfair and needs to change. Our goal in 2026 is to amend and add new language to § 515.117, § 507B.4F, § 515.116, and § 507B.4E and fill in the gaps with clear rules for all parties involved. 

Key Focus Areas

IAPIA’s 2026 legislative agenda is built around five key focus areas that all share one goal: protecting Iowa policyholders and restoring balance in the claims process. 

Prompt Claim Payments – holding insurers accountable to strict timelines for acknowledging, inspecting, and paying claims.

Fair Loss Calculations & Matching Standards – repair protections and requiring uniform, not “similar,” repairs.

Reasonable Claim Timelines – preventing insurers from imposing unfair deadlines or shortening statutes of limitation.

Transparency in the Claims Process – requiring insurers to provide essential documents and communications when requested by policyholders.

Right to Hire a Public Adjuster – protecting every Iowan’s right to contract with the advocate of their choice.

Each proposal ties into existing sections of Iowa’s insurance laws that are either too vague, too weak, or completely reserved, with no protections at all.
